The Yirrama (Horseshoe Bend) Primary School project, commissioned by the Victorian School Building Authority (VSBA), is a major capital initiative aimed at delivering a new primary school to accommodate 750 students. The total project budget is $38.7 million, with key delivery dates spanning from 2023 to 2026.

The scope and facilities of the school comprise:

Two Learning Neighbourhood buildings with 16 Home Base rooms

An Administration and Library building

A Community Hub featuring a gymnasium, canteen, music and specialist learning spaces

Relocatable buildings

Outdoor amenities including a playing field, two multi-use courts, and landscaping

Stakeholder Involvement including Public Sector Agencies

A range of stakeholders have contributed to this project, including Wadawurrung Traditional Owners Aboriginal Corporation, VAEAI and VSBA Communications & Engagement team. The project did not have a school Principal during the design phases to provide school input. Videre group worked with the project team to bring on board school Principal from nearby Primary School to provide relevant input to develop the design, while the VSBA worked on appointing an official school Principal. Videre has played an integral role in stakeholder management throughout the design and construction phases of the project resulting in an underbudget project delivery.

Project Outcomes

The Yirrama (Horseshoe Bend) Primary School project, delivered under a fully documented Design & Construct (D&C) model, achieved significant financial and operational success. The project was completed under budget, with approximately 60% of the construction contingency remaining unutilized. Notably, all tender options were incorporated within the base scope, reflecting both prudent cost management and comprehensive project delivery. During the design phase, the project encountered challenges related to a flood overlay, necessitating substantial redesign of civil works and building foundations. Videre Group proactively collaborated with the project team to address these requirements, securing the necessary approvals for the flood overlay prior to contract execution. This approach effectively mitigated design risks and ensured continuity throughout the construction process.

The adopted procurement model also helped the Head Contractor get a head start of the structural works with structural steel being installed 6 weeks ahead of programme. The Contractor achieved Practical Completion 1 month earlier that the Contract Date of Practical Completion.
