The Frankston Special Developmental School (SDS) project was a major redevelopment initiative funded through the Victorian Government, delivered in four stages to create a modern, inclusive learning environment tailored to students with diverse physical and intellectual disabilities. The project included the construction of new junior and middle learning community classrooms, purpose-built specialist spaces for performing arts, music, food technology, and a dedicated media hub and canteen. These new facilities enhanced accessibility, supported a broad range of learning needs, and provided state-of-the-art environments that ensure students can engage safely and confidently in a tailored educational setting.

Complementing these upgrades, the project also delivered essential improvements to the wider school campus, including the completion of the school’s Community Hub, upgraded administration and support spaces, and significant improvements to site functionality. This included relocating the bus garage and bike store to create additional staff parking, as well as establishing separate parent and bus drop-off/pick-up zones and a new exit road to improve safety and traffic flow. Delivered in close collaboration with the school community, the redevelopment ensured families and local stakeholders remained informed throughout each stage of works, resulting in an accessible, future-ready school environment that supports the growing needs of students and the broader Frankston SDS community.

Stakeholder Involvement including Public Sector Agencies

A range of stakeholders contributed to this project, including the VSBA, Frankston Special Developmental School, the Frankston Special Developmental School Council, Maribyrnong City Council, and members of the local community. Videre has played an integral role in stakeholder management throughout the design and construction phases of the project.

Project Outcomes

The project was successfully delivered within budget; however, subcontractor procurement challenges delayed the Contractor’s ability to achieve Practical Completion. To maintain progress and minimise impacts on the school community, Videre adopted an agile approach by establishing separable portions, enabling the school to occupy its new buildings while external works were isolated and completed independently.
